The one or more default rope positions comprise at least a first default rope position.

The strap may also include clips attaching the retractor and distal end of the flexible material to the container. The strip of flexible material may move from a fully retracted position, where the distal end of the strip of flexible material is nearest the retractor, relative to the entire length of the strip of flexible material, to an extended position where the distal end of the strip of flexible material is furthest from the retractor. The retraction spring may bias the strip of flexible material into/toward the fully retracted position.

Techniques for implementing a pipe deployment system that includes a pipe reel, in which the pipe reel includes reel ends and a reel drum and the pipe reel enables a pipe segment to be wrapped on the reel drum. The pipe deployment system includes a brake assembly with a brake wheel having a shaft socket keyed with flat inner surfaces, and a shaft adapter assembly, which includes an adapter head to be coupled between the pipe reel and the brake assembly. The adapter head includes an adapter shaft keyed with flat outer surfaces, in which the adapter shaft matingly interlocks with the shaft socket and is to be partially inserted through a reel end of the pipe reel, and a rotation control pin coupled to the adapter shaft, in which the rotation control pin is to be inserted between adjacent reel spokes in the reel end of the pipe reel.

A retractable tool lanyard comprises a housing, a drum rotatably connected to the housing, a biasing member interconnecting the housing and the drum, a cord operatively connected to the drum and adapted to be wound about and paid out from the drum, and an engaging mechanism. The engaging mechanism comprises a locking plate connected to the drum, at least one lock pawl connected to the locking plate, and a ratchet plate. When the drum rotates at a predetermined speed, the at least one lock pawl pivots from an unlocked position to a locked position to engage the ratchet plate thereby rotating the ratchet plate with the drum. At least one of a braking mechanism and a clicker pawl are used to create friction to assist in reducing a rate of rotation of the drum.

A vehicle-mounted reel utility. A brake wheel is macro-positioned to a non-contact position adjacent to the reel by sliding along a reel-supporting lifting arm. An actuator pivots the brake bracket bringing the wheel into a contact position with the reel. A cable dispenser for figure 8'ing the cable is mounted to the free end of a positioning arm that rotates from a position parallel to a lifting arm to a position perpendicular to the lifting arm. The dispenser is pivotally mounted to the positioning arm, allowing the user to swivel the dispenser about a horizontal arc while maintaining the dispenser in a central lateral position relative to a reel or a vehicle during the swivel movement. A hydraulic circuit controls the dispenser and the actuator that controls the brake wheel from a contact to non-contact position, to coordinate the stopping of cable dispensing.
